Officials are conducting a citywide public engagement campaign around affordable housing need and advancing a new inclusionary zoning ordinance. The project supports Salem’s efforts to meet new housing demand, estimated by the Metropolitan Area Planning Council (MAPC), of 2,700 new housing units by the year 2030.
