Executive Leadership Team

Chrystal Kornegay

Chief Executive Officer

Chrystal Kornegay is a mission-driven problem solver whose career is defined by repositioning organizations to grow their impact. She combines listening, instinct, and opportunity to create strategies that advance critical community development goals. Chrystal is passionate about assembling high functioning teams that achieve significant results. Her data-informed, laser focus on outcomes has led to increases in state investments in affordable housing, growth in affordable housing portfolios and the launch of nationally recognized programs to address the racial homeownership gap.

For more than a decade, Chrystal has held leadership positions in the nonprofit and government sectors including serving as the CEO of Urban Edge, a nationally recognized community developer, and as Undersecretary of the Commonwealth’s Department of Housing and Community Development. Since she joined MassHousing in 2018, the Agency has served exponentially more people, increased its net asset position by 23% and secured over $500 million in federal and state funds to create and expand housing production and preservation programs.

Chrystal lends her fun-loving spirit to the industry by serving on the boards of the National Council of State Housing Agencies (NCSHA) and the National Housing Trust (NHT). Chrystal holds a Master's Degree in Urban Planning from the Massachusetts Institute of Technology and a Bachelor of Arts Degree from Hunter College.

Rachel Madden

Chief Financial & Administrative Officer

Rachel Madden oversees the overall administration of MassHousing.

Prior to joining the Agency, Rachel was the Undersecretary for the Executive Office for Administration and Finance. She previously held roles as the Director of Administration and Finance and Chief Financial Officer for the Massachusetts Water Resources Authority; Deputy Registrar at the Registry of Motor Vehicles; and Director of Field Operations for the Department of Revenue Child Support Enforcement Division.

Rachel is a graduate of the University of Rochester in New York.

Colin McNiece

General Counsel

As General Counsel, Colin McNiece is a key strategic advisor to the MassHousing Board and works closely with every other member of the executive team on all aspects of the Agency's business.

A planner and attorney, Colin has dedicated his career to community development. Prior to joining MassHousing, Colin held roles as bond, borrower, underwriter and bank counsel as a public finance attorney at a Boston law firm and as the Chief Planner and then Economic Development Director for the City of Lowell. He earned a Master's Degree in Community and Regional Planning from Iowa State University and a J.D. from Roger Williams University School of Law.

Mounzer Aylouche

Vice President of Homeownership Programs

Mounzer Aylouche oversees all aspects of MassHousing's homeownership business, including production, lending operations and servicing. He has extensive experience in the home mortgage lending industry, having held positions in loan servicing, secondary marketing, loan origination, and senior management. At MassHousing, he previously served as secondary marketing officer, relationship manager and manager of Homeownership Business Development.

Mounzer was the 2017 Chairman of the Massachusetts Mortgage Bankers Association (MMBA), and the past president of the organization's charitable arm, the MMB Foundation. He holds a Bachelor's degree in Financial Management & Economics from the University of Massachusetts at Lowell, and an MBA in Marketing from Southern New Hampshire University.

Tony Richards

Vice President of Equitable Business Development

Tony Richards works across the Agency to increase the impact and reach of MassHousing’s work, particularly with people of color. His skills and experience combined with the expertise of the Diversity & Inclusion, Government Affairs and Innovation Policy teams will strengthen and cultivate productive internal and external relationships that drive impact and grow revenue equitably.

Previously, Tony worked at the Massachusetts Governor's Office as Deputy Chief of Staff, and managed the Office of Access and Opportunity where he lead Diversity, Equity and Inclusion policies throughout state government in areas such as Workforce, Supplier Diversity and Real Estate Development. He previously held various executive leadership roles where he fostered upward mobility for communities while expanding impact and positive key indicators related to housing stability, economic growth, sustainability and development.

Tony holds a Bachelor's degree from Clark Atlanta University and a Master's in Public Administration from Suffolk University.

Mark Teden

Vice President of Multifamily Programs

Mark Teden oversees the origination, underwriting and servicing of MassHousing’s multifamily loans, leads the development of new loan products and business opportunities, and serves as the primary liaison for the Agency’s multifamily development and management business lines.

Immediately prior to joining MassHousing, Mark served as the Managing Principal and Chief Operating Officer for Bruner/Cott & Associates, Inc., and prior to that as Executive Vice President at Cambridge Savings Bank. In addition, Mark served as a Board member at Homeowner’s Rehab, Inc., for over 20 years. He earned an undergraduate degree in Finance from the University of Massachusetts at Amherst and a Master’s in Business Administration from Northeastern University.
